I think part of what you're picking up on here is that Cindy performs an unusual dual role in the series: antagonist and love interest. And early on in the series it's not just a cutesy, we-kinda-argue antagonist, she's an ACTUAL rival and pseudo-villain.
Well...it depends on how she is acting in that episode. I admit...really admit, that a lot of times (okay...a LOT of times) just wanna go over to Cindy and make her regret every bad thing she has done to Jimmy. While they start being better friends later on in the series, Cindy has still been a real jerk at some moments
I think if you approach Cindy's character with that in mind (and not with the expectation that she'll perform a friend/supporting role), Cindy's antagonistic behavior doesn't seem abhorrent, it just fits her role in the series. As she gradually moves past being a minor villain and begins to occupy a more central position in the cast, it makes for a great character arc, like you said.
