He doesn't put it on her, he shows it to her and tells her that if she tells him where the Avatar is he'll give her back her necklace (she lost it he found it and uses it as blackmail).


Plus I think a guy making and giving a girl an engagement necklace is proposing, not just putting it on :)

Keep in mind, guys, that not even KATARA knew it was an engagement necklace until she went to the North Pole. How would Zuko, someone from an entirely different culture, know that giving a girl this necklace was a romantic gesture? And I hardly call threatening and bribing someone in order to harm one of their friends "romantic"...
