Agreed, whoever voted for Jimmy is flat out wrong lol. The kid causes immense chaos and nearly kills half the town every other day. Plus, he never learns to think about the consequences of things before trying them out. Smart doesn't mean mature or responsible 
My vote is for Libby or maybe Carl

Yeah, Libby certainly seems to have the most sense in the group... Always one to give the group or one of the other characters advice about what's going on or the other's actions. Libby definitely seems to take on the role as the "big sister" of the group... 
Sheen is probably the least mature of the gang, since he's hyperactive like crazy! 
That's what makes him so hilarious, though! In maturity ranking in my opinion, it goes Libby, Cindy, Jimmy, Carl, then Sheen...
