Oh, thank you! I always wanted to answer this one but forgot about it.
It's very interesting.
In terms of looks - her appearance in the movie with the pink shirt is probably the girliest we've seen her (aside from when she briefly wore a dress in J/T PH 2). Throughout the regular series she ALWAYS wears pants and, aside from her pink shoes and ponytail band, no traditionally feminine colors. She probably got more tomboyish as she got a bit older, which she was supposed to be in the series.
In terms of personality - she's certainly not a "one of the guys" tomboy as she seems to enjoy her feminine dignity and mostly has more feminine girls as friends. However she definitely has a lot of tomboy in her as she often speaks in a very crude manner (similar to Helga from Hey Arnold) and has violent tendencies as well.
Now on the other hand her room is just about the girliest room I've ever seen anywhere - however one could see that as her mother oppressing her tomboyish qualities by trying to surround her with feminine things.
