Usually it seems like the live across the street, though in Jimmy on Ice it seems like she's his neighbour. Also how is it that in a few episodes Cindy is inexblicably in his backyard?

Someone gave me a copy of one of the Nicktoons combined games for DS (can't remember which one) cause it had JN in it. Wasn't quite the same with all of them.
