Carl's the idiot. His brain is tiny. Sheen's brain is almost as big as Jimmy's.

Well, I believe it's Sheen cuz he almost has a LACK of common sense, of which Carl has a fair amount of, usually saying before testing some invention of Jimmy's, "I don't know, Jimmy...". For example, Carl will mostly avoid anything that'll shock or zap him, unless Jimmy says it's okay; Sheen, on the other hand, will keep touching it, like in Krunch Time when he kept eating the shocking candy or in Sheen's Brain when he kept touching the electrified metal UltraLord costume and getting zapped by it. Plus, when Jimmy and Sheen were inside Carl and he saw the uvula, he would've touched it and made Carl barf had Jimmy not warned him. I see very little common sense in Sheen, so thusly he's more of a moron than Carl.

I think it's Carl. We see his brain is smaller than Sheen's in the Junkman episode. Sheen is just a masochist with ADHD,

Carl does have more common sense than Sheen, though, cuz Carl will avoid(or at least try to) touching anything he deems dangerous or that could hurt him, where as Sheen doesn't give a rip about it and touches/goes through with it anyway, no matter what the danger. Remember the end of Sheen's Brain and Krunch Time?? haha

I don't like calling people morons. Yes, even characters who do things that don't make sense. All that stuff is laugh bait anyway. Carl and Sheen both are very smart in their own ways.

I feel like sometimes in early episodes (mainly in Journey to the Center of Carl) Sheen was supposed to be less of a straightforward idiot than Carl but more just plain weird - but overall Sheen's definitely the biggest idiot on the show and everyone knows that. Some people I've talked to after watching the show with them actually think Carl is smarter than Hugh as well. Hugh is smarter than Sheen too.

I think the reason for Sheen's apparent stupidity is that he could have ADHD.  I mean, Libby asked him about it in a way in Beach Party Mummy...

 

Carl, get a new pet, like a pit bull, or a wolverine, or a friendly little alien from another planet that you can display like a freak and exploit for a million dollars!!

I don't think Libby's was a serious question. I think it was a sarcastic joke about Sheen needing anti-idiot meds. Anyway he probably has ADHD but it seems like a good amount of people do so he definitely has more problems than the average person with that. 

In addition to being dumb he is extremely spazzy (in the American sense of the word, lol) as every part of his body is constantly moving, especially his eyes, so that could help explain that as well

I rewatched the whole show this fall and actually found Sheen to be...quite intelligent? He's not book smart, but he's got wit and charm in a way that's hard to pin down. Also, he's exceptionally funny.

 

Carl is definitely the less intelligent of the two, so I'm sticking with my view from years ago lol
