Jimmy had Cindy, Sheen had Libby but they didn't add some one for Carl the entire show. Why is it you think they decided not to give Carl the love intrest intead?

'cuz they thought the Jimmy's Mom gag was funny.

Yeah, like John said, the running gag about Jimmy's mom was funny.
But I would have liked to see him get someone who lasted more than one episode. Elke was nice and everything, but a more permanent fixture would have been best. I think it's a bit disappointing that he didn't get a real love interest.

I don't know...there's also the fact that he's in fifth grade, haha. I know I didn't have a love interest in fifth grade.

My first crush was in the fourth grade, but I didn't tell anyone about it and it was a very minor feeling. My first serious crush was in the fifth grade.

I kinda did, the second time I was in fifth grade, cuz once I hit seventh, the work was too hard for me, so they sent me back to fifth that same year. And that year in fifth grade the second time I had a love interest, I do admit.

First of all, crushes are different than "love interests", lol. Secondly, Carl has a crush...on Jimmy's mom. And Elkie, arguably. Thirdly, they're in fifth grade!
Reiterating that, haha. Think back to fifth grade - how many people had serious crushes that they were able to actually approach a relationship with, like JC or SL? Realistically, that should not be happening so much.
From the writing standpoint, you don't want the show to be all about romantic entanglements. Not everyone needs to be hooking up with someone. Then it strays from being an adventure to being a romance. Gotta pick and choose the story lines.

The crush on mom gag was scarry to me at times
I did think it was a bit odd that they developed such serious relationships at there age, but maybe its cuz Cindy and Jimmy were mature for that age. Sheen's a bit of an odd one to understand, he's like a child but understands how to hanndle a relationship
I just found it strange how Carl never had some one for more than yah one episode. Maybe like some one said, they felt not every one had to hook up, maybe Carl was that unlikey number of the draw, poor Sheen or Jimmy will have to hang out with him when on dates

Actually...well, at least in my elementary school there were a good deal of people who developed a little more serious crushes at the age of 11 and started a real relationship later on that lasted at least two or three years.
I mean, yeah, 5th grade is really young, but, speaking from my experience, it isn't that absurd that a girl and a boy take interest in each other. Heck, when we were eleven, we thought we knew all there is to life and a few pre-mature girls were already having thoughts about when they'd want to...well experience ALL there is with their current boyfriend, so to speak. (Though that creeped me out)
That clearly isn't the case with the JN universe, but still, it isn't like 11 is the most innocent age anymore.
Anyway, I think for Carl to have a permanent crush or girlfriend, it would've shaken up the group dynamics a little - they'd have to introduce a new person next to the main cast, which would've taken time away from the episodes, for you'd have to develop that person on screen, or it wouldn't have been believable/satisfying enough etc. Once I read somewhere that they'd decided not to give the gang siblings on screen for that reason, because they felt it would take away from the main characters' time 'to shine'.
Besides, I don't think it would've fit Carl...I mean he was practically designed to be a late bloomer, the 'baby' of the crew - things like the crush on Jimmy's mom and Elke were okay,as a sign that he's slowly overcoming his 'ewww, cooties' phase, but it would've been very weird for me to see him 'hooking up' for real. It would've kinda broken his character.
Okay, maybe a sweet little childhood crush wouldn't have, but that spot was already taken what with what was going on with Jimmy's mom. xD
And you saw what his idea of a date was (when he talked about going with Sheen and Libby)...I really don't think he's quite suited to all that, yet. LOL

I used to theorize that they left Carl "the odd man out" just so they could sit back and see what kind of partner the fanfic authors could manufacture xD
But in all seriousness, I agree with Laura. Carl was designed to be the late bloomer of the group. And it gave a little bit of motivation to keep watching, for all the shippers out there. Was he finally going to meet someone on one of the many zany adventures that made up his life? Or would he continue to be the little oddball in the corner?

Interesting observation and question.
I think he had some character development, but not someone else to crush on besides Judy.
Until along came Ekle...
